The Lenoir City Smart Growth Plan helps guide how our city will grow and change in the years ahead!

Serving as Lenoir City’s comprehensive plan, this effort focuses on identifying policies and actions that guide future growth, development, and investment in a way that supports the city’s long‑term vision. Through this planning process, the City will:

Define a shared direction for Lenoir City’s future,
Outline practical strategies to support that direction, and
Create a coordinated policy foundation to inform City decisions in the years ahead.

At the heart of the plan is the Future Land Use Map, which illustrates how different areas of the city are envisioned to develop over the long term and helps guide land use and development decisions. The map is supported by a set of planning elements that translate land use goals into action and address important citywide priorities, including:
