Project Description

The Town of Dumfries Small Area Plans will create detailed, place‑based plans for key focus areas to guide future land use, transportation, housing, and economic development decisions. Building on the success of Destination Dumfries, the plans will include a mix of existing conditions analysis, and market and capacity analysis to develop tailored and implementable solutions for Main Street Commons, The Waterfront District, and The Gateway. This analysis will be paired with civic engagement to ensure the plans reflect community priorities and establish a clear, implementable vision for growth and reinvestment.

The Dumfries Small Area Plans are focused planning efforts that provide detailed guidance for specific areas of Town, called mixed-use hubs. These mixed-use hubs were identified as part of Destination Dumfries; they are Main Street Commons, The Waterfront District, and The Gateway.

Small Area Plans allow the Town to take a closer look at key areas experiencing change or opportunity. These plans help ensure future growth aligns with community priorities and supports a coordinated, long‑term vision for Dumfries. In addition, they allow the Town to advance tailored goals and recommendations for each mixed-use hub that considers the unique context of each area.

The Small Area Plans build on the policies, goals, and vision established in Destination Dumfries and other adopted Town plans. They provide more detailed, location‑specific recommendations to support implementation.

The plans will examine existing conditions and future opportunities related to land use, transportation and connectivity, housing, economic development, environmental considerations, and community character.

No. The Small Area Plans are policy and guidance documents. Any future zoning or regulatory changes would follow a separate public process and require Town Council action.
