Elizabeth City is updating its Land Use Plan to help guide growth in the Harbor of Hospitality—ensuring the city remains welcoming, resilient, and prepared for the future. The plan looks at where new homes, businesses, parks, and other uses make the most sense, while also planning for flooding, storms, and other challenges the community may face over time.

You can participate online two easy ways:

  1. Take a brief online survey to share what matters most to you.
  2. Use the interactive map to drop pins and highlight places you think should be protected, improved, or changed.

Your input will help guide growth while preserving the history, character, and hospitality that make Elizabeth City unique.
