One Region. One Vision. Zero Fatalities

Southwest Butler County is developing a Multi-Municipal Safety Action Plan to improve roadway safety across Cranberry Township, Jackson Township, Zelienople Borough, and Harmony Borough. Funded through the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program, this collaborative effort aims to eliminate traffic fatalities and serious injuries by taking a data-driven, community-informed approach.

Guided by the Safe System Approach and Vision Zero principles, the plan will address key safety challenges through proactive strategies in engineering, education, and enforcement. The goal is to build a transportation system that anticipates human error and protects all road users—whether driving, biking, walking, or using transit.

A Safety Action Plan is a data-driven, community-informed roadmap that identifies the leading causes of severe and fatal crashes. It outlines actionable strategies across engineering, education, and enforcement to improve roadway safety for all roadway users. The plan also designates responsible agencies to carry out these solutions.

This plan is for all roadway users in southwest Butler County—including people who drive, walk, bike, use scooters, or rely on public transit. The goal is to make our transportation network safer and more accessible for everyone, especially vulnerable road users.

This multi-jurisdictional effort includes Cranberry Township, Jackson Township, Zelienople Borough, and Harmony Borough. Local leaders, transportation agencies, emergency responders, and advocacy groups are collaborating to develop the plan, which is informed by public input and guidance from the project Planning Committee.
