Zero Compromises on Safety for All.

The Southwestern Pennsylvania Commission (SPC), along with the Pennsylvania Department of Transportation (PennDOT), Allegheny County, and the City of Pittsburgh, furthered their commitment to ending traffic deaths and serious injuries on roads within Allegheny County through a safety initiative called Vision Zero.

Vision Zero was introduced as a proven approach to improve street safety, aiming to eliminate all traffic crashes that cause fatalities and serious injuries. Funding from the U.S. Department of Transportation (USDOT) was provided to more than 1,000 communities across all 50 states to implement Vision Zero initiatives.

Vision Zero was based on the Safe System Approach, which followed several guiding principles to provide a holistic safety strategy for all forms of transportation. It incorporated proactive, preventative improvements to roadway design and focused on enhancing safety for all road users.

Vision Zero has played a key role in pinpointing issues and guiding efforts to decrease fatalities and related costs for communities.

This collaborative planning process led to the creation of a detailed Safety Action Plan for Allegheny County.

Having identified the top 10 corridors with the greatest safety improvement potential, the project team integrated extensive community feedback and adjusted the recommended strategies to align with local priorities and needs. With this phase complete, the Allegheny County Safety Action Plan advanced to its final stage and entered the adoption process.

Vision Zero is an approach to traffic safety where traffic deaths are acknowledged as preventable. We focus on eliminating fatal and severe traffic crashes instead of all levels of vehicle collisions, and we accept shared responsibility for traffic safety among all transportation system users, designers, and operators. Vision Zero is a global initiative to end traffic deaths and a way to analyze and address traffic safety issues.

The SPC is pursuing a Safety Action Plan to maximize the potential to reduce the number of fatalities and severe injuries across the transportation system within Allegheny County to zero. This is part of a grant-funded initiative. Once completed, the plan will allow the county to become more competitive when applying for federal and state grant dollars for actions that support safety for drivers, pedestrians, and cyclists.

The Safety Action Plan, funded through USDOT’s Safe Streets for All Program, aims to expand the Vision Zero approach to safety planning across all ten counties in SPC’s region upon its completion.

Many communities in the U.S. are working on safety action planning and implementation efforts.

One national resource for this larger community of practice is the Vision Zero Network, which is a collaborative, nonprofit campaign helping communities set and reach the goal of Vision Zero — eliminating traffic fatalities and severe injuries among all road users — while increasing safe, healthy, equitable mobility.
