Project Background
The Arlington Entertainment Area Management District (“The District”) was created in December 1995 as a municipal management district under Chapter 375 of the Texas Local Government Code. The District serves Six Flags Over Texas, Hurricane Harbor, Globe Life Field (home of the Texas Rangers), AT&T Stadium (home of the Dallas Cowboys), the Arlington Convention Center, and supporting hotels and restaurants.Hotel properties within The District are assessed to fund operations, based on monthly payments tied to hotel rooms occupied by non-extended-stay guests. The District is governed by a nine-member board of directors serving four-year terms. The board includes general managers of member hotels, representatives from the Texas Rangers and Six Flags Over Texas, and the chief executive of the Arlington Convention & Visitors Bureau
The District trolley service uses rubber-tired vehicles styled to look like vintage streetcars. Service is offered seasonally—March through September during the Six Flags season—and on days of Rangers or Cowboys games, and other major events. The District also offers supplemental service for convention groups, reservation-based service for special events, and occasional service for community events like the City of Arlington's Holiday Parade.
The District contracts with a private operator to run the service on a turnkey basis for periods of 5-years, with the option of two, two-year extensions. The current operator, RATP Dev USA, has been operating the trolley service for 9 years with a contract end date of December 31, 2026.
Procurement Process
The mission of the Arlington Entertainment Area Management District (“the District”) is to provide transportation services for guests that are staying in member hotels to visit recreation-entertainment park Six Flags Over Texas, the water park Hurricane Harbor, Globe Life Field (home of the American League Texas Rangers), AT&T Stadium (home of the National Football League Dallas Cowboys), and other venues within the District, and to attend events at the Arlington Convention Center. The District was created in December 1995 as a municipal management district under Chapter 375 of the Texas Local Government Code. The District is a political subdivision of the state. The District invites firms to submit an offer in response to this Request for Proposals (RFP).
All questions regarding this RFP shall be presented to the District’s Representative, Rob Matwick, email rmatwick@texasrangers.com by Friday June 5, 2026. Questions submitted by the deadline will be answered at the Pre-Proposal Conference on June 9, 2026.
