To deliver a comprehensive transit vision for the Central Oklahoma region, ACOG—which serves as the region’s federally designated Metropolitan Planning Organization (MPO)—has established partnerships with key stakeholders who currently operate or plan for transit in Central Oklahoma.
The LRTP Study Area is currently serviced by three transit providers, EMBARK, Citylink, and First Capital Trolley. As referenced in the LRTP Study Area Map, the planned high-capacity transit network will continue to connect Central Oklahoma across ACOG’s Transportation Management Area.

The Assess phase will analyze current transit trends in Central Oklahoma to better understand transit needs within the region. This phase will compare the current population, employment, and transit needs to the existing transit network in Central Oklahoma. The analysis will also examine existing service types, transit service levels, service performance, ridership, and operation and maintenance.
The Assess phase will inform a transit needs assessment to identify gaps and opportunities in the existing transit network given the current trends.
The Evaluate phase will include the development of three network scenarios: a long-term transit vision, a mid-term planning scenario, and a short-term planning scenario. Each scenario will be evaluated against key performance indicators as well as metrics for alignment with the LRTP’s goals.
The final phase will build upon the Assess and Evaluate phases to provide recommendations on how Central Oklahoma can implement the three network scenarios developed in the Evaluate phase. An implementation plan will be developed to guide recommendations to the planned transit network, offer alternatives for competitive service options, and support a compelling and reliable rider experience.
This process will build upon previous planning efforts and lean on input from key stakeholders and the community.
Throughout the development of the LRTP, residents and stakeholder groups will be invited to provide feedback and input. Public engagement will primarily be conducted through virtual town halls in the Winter and Spring of 2025. Residents of Central Oklahoma are also invited to provide comments through the public comment form.
As the Central Oklahoma region has grown over the last two decades, various planning efforts have been undertaken intending to support transit access within the region. The LRTP will build on these plans by identifying necessary improvements to make planned services a reality, promoting the necessary connections between providers, and supporting the planned high-capacity network.
