The Indian Nations Council of Governments (INCOG) is a voluntary association of local and tribal governments in the Tulsa metropolitan area in northeast Oklahoma. Established in 1967, INCOG is one of 11 Councils of Governments in the State of Oklahoma, and one of several hundred regional planning organizations across the country.

INCOG provides planning and coordination services to assist in creating solutions to local and regional challenges in such areas as comprehensive planning, transportation, community and economic development, environmental quality and energy programs, public safety, and services for older adults. INCOG serves Creek, Osage, Rogers, Tulsa, and Wagoner counties, more than 50 cities and towns located in those counties, and the Cherokee, Muscogee, and Osage Nations.

The purpose of the INCOG Supplemental Local Road Safety Action Plan (Supplemental Plan) is to develop an equitable, well-defined strategy to eliminate roadway fatalities and serious injuries in the five-county

INCOG region. This includes Creek, Osage, Rogers, Tulsa and Wagoner counties. The action plan will analyze safety needs, identify high-risk locations and factors contributing to crashes, prioritize strategies to address them and serve as a guide for future local government implementation of the improvements.

The Bipartisan Infrastructure Law (BIL) established the Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over 5 years, 2022-2026. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.
