The Thoroughfare Plan will help shape the future of how people move in and around the City, laying out steps towards a safe and connected transportation network for all.

Impact Fee Roadway Projects
The City of Rock Hill is experiencing significant growth and economic development, and is expected to continue seeing new development in the coming years. While these changes bring many benefits to the City, new development also puts more pressure on the City’s transportation infrastructure. To help manage this, the City is evaluating using impact fees, one-time charges on new development, to fund roadway infrastructure projects made necessary from growth and development.
City staff identified a series of roadway projects based on where new development is happening or expected, as well as where volumes and congestion are projected to be highest over the next ten to twenty years. In addition, only City-owned roads (including new roadway segments that would be owned by the City) would be eligible for funding through impact fees according to state law.
