Project Overview
Rosenberg is developing a Comprehensive Safety Action Plan. This plan will identify and prioritize roadway safety improvements for all road users in Rosenberg, including pedestrians, bicyclists, motorists, and more.
Development of the Rosenberg Comprehensive Safety Action Plan began in January of 2024. The Safety Action Plan will be finalized in December 2024.

What is a Comprehensive Safety Action Plan (CSAP)?
The U.S. Department of Transportation offers a Safe Streets and Roads for All (SS4A) Grant to complete Comprehensive Safety Action Plans (CSAP) to provide safety improvements specifically for transportation. This includes improvements for cars, bicycles, pedestrians, and transit - basically, any way you get around.
The Comprehensive Safety Action Plan (CSAP) will be the first step in prioritizing and securing funding for safety improvements throughout Rosenberg across all modes of transportation. The purpose of the CSAP is to improve transportation network safety by significantly reducing or eliminating roadway fatalities and serious injuries through implementation of projects.
Who is conducting the CSAP?
City of Rosenberg is responsible for transportation planning, operations, and maintenance and is leading the efforts of the Comprehensive Safety Action Plan (CSAP).
Kimley-Horn was selected as a consultant team to develop the CSAP.
How is the CSAP being funded?
In 2023, Rosenberg was awarded a Safe Streets and Roads for All (SS4A) Grant from the U.S. Department of Transportation to complete a Comprehensive Safety Action Plan (CSAP).
Funding for implementation of projects will be secured after the CSAP has been finalized. The implementation phase of the CSAP will recommend sources of funding for the individual recommendations.
How does this impact me?
Anyone who drives, walks, or bikes in Rosenberg will be impacted by this Comprehensive Safety Action Plan (CSAP). The CSAP will make recommendations for future projects to improve safety throughout Rosenberg. Tell us what areas need help and what types of projects you'd like to see.
