The Troutman Comprehensive Plan is our chance to come together to envision the future of our town!

Troutman's Comprehensive Plan will consider specific actions to better align future growth and development with the community’s shared values, as expressed through ongoing public conversations. The planning process empowers the community to:

Collaboratively imagine an ideal future for Troutman,

Articulate a clear plan to move toward that future, and

Establish a strategic framework that guides Towns actions in the years ahead.

A central component of the plan is the Future Land Use Map, which will serve as a long-term guide for growth and development decisions. Supporting this map is a series of interconnected framework elements that help implement the land use strategy and address key community priorities, including:

Transportation and Mobility
Economic Development
Housing
Infrastructure and Public Services
Parks, Recreation, and Trails
Natural Resources and Environmental Stewardship

The primary outcome of the Troutman 2055 Comprehensive Plan will be a future land use strategy that helps guide growth and development across the Town of Troutman. A set of policy‑based framework elements will support this land use strategy and help translate the community’s vision into action. These framework elements will address key topics such as:

Transportation and Mobility
Economic Development
Housing
Infrastructure and Public Services
Recreation and Trails
Natural Resources and Environmental Stewardship

The Comprehensive Plan will focus on how these topic areas work together to support balanced development, reinforce community character, and ensure that the plan is coordinated, practical, and effective.

We are asking the community to co-create the plan! The engagement process focuses on the following:

Identifying participants and developing a strategy. We will create a strategy for engagement that ensures all voices can take part in this process.
Building awareness and setting expectations. We will bring broad awareness to the planning effort and help people understand what to expect from their involvement.
Inviting genuine participation and gathering input. We will engage the community in authentic and meaningful ways and gain insight into community needs and ideas through a variety of activities.
Being transparent and cultivating understanding. We will attempt to keep the community informed and engaged and show them the influence of their participation.

The study area includes all of Troutman’s town limits. It also extends to the county boundary to the east and west, the annexation boundary with Mooresville to the south, and includes parcels in the north that are closer to Troutman than to Statesville.
