Universal City Comprehensive Safety Action Plan (CSAP)
Universal City is committed to creating safer streets for all who live, work, and visit. The Comprehensive Safety Action Plan (CSAP) is a strategic initiative aimed at reducing traffic related fatalities and serious injuries through data-driven solutions, community engagement, and infrastructure improvements.
History
In 2024, Universal City was awarded a Safe Streets and Roads for All (SS4A) grant from the U.S. Department of Transportation. The SS4A program is a $5 billion federal initiative distributed over five years to support planning and implementation efforts that prevent roadway fatalities and serious injuries. Universal City received this grant in response to its rapid growth and increasing transportation demands due to its proximity to San Antonio. The funding is being used to develop and implement the city’s first CSAP.
Purpose
The CSAP is designed to:
- Identify and address high risk areas for pedestrians, cyclists, and drivers.
- Prioritize safety projects that enhance accessibility and reduce crash risks.
- Align with Vision Zero principles and SS4A program goals.
Leadership and Collaboration
Led by a Safety Task Force composed of city officials, public works, police, fire, and development services, the CSAP fosters cross departmental coordination and community partnerships to ensure effective implementation.
What’s Next?
The CSAP team is actively moving forward with the following efforts:
- Evaluating and prioritizing safety improvement concepts to determine which projects will have the greatest impact.
- Developing detailed timelines and identifying funding opportunities to support implementation.
- Connecting with the community through surveys, pop-up events, and public outreach to ensure local voices shape the plan.
