Glendale Speed Safety Program

In 2023, the California State Legislature authorized a speed safety camera pilot program for six designated cities, the City of Glendale being one of them. We’re committed to road safety and excited to bring this new technology to Glendale!

Our Commitment to Road Safety

Speed safety cameras are a proven tool to address excessive speeding and reduce severe and fatal traffic collisions. With the passage of AB 645, Glendale will be able to use this life-saving technology to slow down speeding vehicles on our streets.

Sixteen possible locations are being considered for the speed safety camera pilot program based on Glendale’s Local Road Safety Plan, speeding citations, collision data, and geographical and socioeconomic features. We will partner with the community to identify nine finalized sites. Ultimately, speed safety cameras will be installed in a manner that reflects the city's geographic and socioeconomic composition. The program is intended to benefit all communities of Glendale.

How We Can Achieve Road Safety

Promote Responsible and Safe Driving

A 2017 study by the National Transportation Safety Board (NTSB) analyzed various speed safety system programs and found significant safety improvements including the reduction of:

  • average speeds
  • speeding more than 10 miles per hour
  • crashes involving severe injury or fatality

The speed safety cameras can help make sidewalks and crossings safer for people driving, walking, rolling, and biking to work, businesses, or their own homes. Speed safety cameras will be placed around the following locations:

  • Areas with a history of speed-related crashes
  • Geographically and socioeconomically diverse areas
  • Areas with records of excessive speeding and speed related incident
  • Enforce Responsible and Safe Driving

    Once the program begins, the automated speed system will enforce the speed limit at nine locations, 24 hours a day seven days a week.

    The speed thresholds and penalties are established by state law. Penalties are proportional to the speed the driver is going:

    • $50 for driving at a speed of 11 to 15 miles per hour over the posted speed limit.
    • $100 for driving at a speed of 16 to 25 miles per hour over the posted speed limit.
    • $200 for driving at a speed of 26 miles per hour or more over the posted speed limit.
    • $500 for driving at a speed of 100 miles or more per hour.

    Only the rear license plate of a speeding vehicle will be captured as part of the program. Confidential data will be stored and encrypted in a software-as-a-service product for up to 60 days. Administrative records regarding system citations will be stored for up to 120 days.

      Mid-2024 to Early 2025:

      Finalize data collection to determine speed safety camera locations and get community input. The recommended list of nine speed safety camera locations will be released in early 2025.

      Secure multiple project approvals through the City’s Transportation and Parking Commission, and City Council.

      Mid-2025:

      The City issues an RFQ/RFP to select a vendor that will implement speed safety camera technology and operate the speed safety camera system. The chosen vendor designs and builds nine speed safety camera system sites throughout the city.       Mid to Late 2025:

      Implementation concludes and a 30-day public information campaign will begin. Speed safety cameras will be calibrated and tested.

      Late 2025:

      Once speed safety cameras are activated, the first two months of system operations will issue warning notices to speeding vehicles. After 60 days, speed safety cameras will begin issuing citations to speeding vehicles.
