A “speed safety program” or “program” is a fixed or mobile system that utilizes automated equipment to detect a violation of speed laws and obtains a clear photograph of a speeding vehicle’s rear license plate. The system only captures data of a speeding vehicle’s rear license plate and does not capture data of non-speeding vehicles.
Speed safety programs in each location will detect violations for both directions of travel.
We will partner with the community to identify nine sites for the speed safety programs from a possible sixteen locations based on speeding citations, collision data, and other considerations prescribed by AB 645.
There will be a 60-day grace period. Violations recorded within the first 60 days after the program begins will receive warning notices only.
The City of Glendale will host educational and outreach activities to inform communities about Glendale Safe. A map and list of the speed camera locations can be found on the website.
A vehicle’s first violation within a designated jurisdiction for traveling 11 to 15 miles per hour over the posted speed limit shall be a warning notice for the 60-day period after the speed safety system is implemented.
The City of Glendale adheres to the guidelines prescribed by the California Vehicle Code about the contesting of speed safety system citations.
Photographic evidence may be released to the registered owner or to a person identified by the registered owner as the driver at the time of an alleged violation. No video evidence is captured by the system.
Data or information collected from the speed safety system shall not be disclosed to any other persons and is considered confidential. The only exception is that data may be released to the registered owner or to a person identified by the registered owner as the driver at the time of an alleged violation, who may receive a copy of photographic evidence that was collected.
Warnings and violation notices shall be issued to registered owner of the vehicle.
Designated camera locations must clearly identify the presence of the speed safety system by signs stating, “Photo Enforced,” along with the posted speed limit no more than 500 feet before the placement of the system. The signs shall be visible to traffic traveling on the street from the direction of travel for which the system is utilized and shall be posted at all locations.
Data will be stored and encrypted in local storage and in software as a service product. The vendor of the system as well as the Department of Public Works shall be responsible for the storing and protection of data. Data shall be stored at the discretion of the vendor. Improper data storage that results in improper access of PII data, or data that is personally identifiable, is subject to criminal and/or civil prosecution.
Revenues derived from any program utilizing a speed safety system for speed limit enforcement shall first be used to recover program costs. Program costs include, but are not limited to, the construction of traffic-calming measures, the installation of speed safety systems, the adjudication of violations, and reporting requirements.
Any excess revenue shall be used for traffic-calming measures within three years of the end of the fiscal year in which the excess revenue was received. If traffic-calming measures are not planned or constructed after the third year, excess revenue shall revert to the Active Transportation Program.
If authorized by the governing body of the issuing agency, the examiner may permit the performance of community service in lieu of payment of the civil penalty.
The draft speed safety camera locations were selected after conducting quantitative and qualitative analysis. This analysis included an examination of the City’s Local Road Safety Plan (LRSP) study locations, speed-related crashes, speeding citations, street downgrades, and notable or unique intersection features. The following flow chart illustrates the preliminary segment selection process.

What are the conditions with a user’s account?

These Terms shall be governed in accordance with the laws of the State of Delaware, the United States of America and Queensland, Australia, without regard to its conflict of law provisions.
Indemnification
Kimley-Horn, its subsidiaries, affiliates, officers, agents, licensors and other partners are not responsible for any loss, liability, claim, or demand, including legal fees, made by any third party due to or arising from a breach of this agreement and/or any breach of your representations and warranties set forth above.
